Permanence Service

The Permanence Service ensures that all children, without delay, will have a permanent home with a loving family to enable them to reach their full potential. The Permanence Team operates to ensure that children who are currently in the care system are supported in all stages of the process as they move to the security and stability of a permanent family.

Children and young people come into the care of the Trust for a number of reasons; parental neglect, risk of abuse, or because parents were suffering long term mental illness, to name a few.

The key aims of the Permanence Service are:

  • The central theme of permanency planning is to ensure that children/young people move quickly from an uncertain care placement to the security of a safe and stable permanent family with their birth parent(s) or other carers
  • The Permanence Team work with parents and children in care to try and return the children home safely in the first instance, and if this is not successful they will consider a range of care options informed by a comprehensive assessment of the child’s needs
  • The Team works with the children helping them understand their past and the reasons why they cannot live with their parents. They also prepare the children for moving to a new placement
  • Where rehabilitation is not possible, and an extended family placement is not achievable, adoption is the best means of securing permanence for most children/young people and the Permanence Team will pursue this through the Court process
  • For many children/young people, maintaining links with their birth families is important and the Permanence Team will try to agree contact arrangements to suit everyone.
