October 2005 DESIGN PROGRESS and APPOINTMENT OF CONTRACTOR The detailed design process (stage 2) is progressing well. The Design Team have commended the Trust both on the processes that have been put in place to progress this work and the commitment of Downe Hospital staff to the process. There has been a slight delay in the completion of the Client Requirement Document. This has resulted from a potential contractual difficulty with the Client Requirement Document on another scheme being led by Health Estates, which has now been resolved. A decision was taken to revise parts of our Client Requirement Document in line with the revisions made to that for the other scheme, thereby ensuring that a contractual difficulty would not arise in our scheme. The document will now be finalised by the end of October. It will be circulated to the four contractors on the short-list once approval to the business case addendum is received. The addendum is currently with officials from the Department of Finance and Personal, having already been approved by the Department of Health, Social Services and Public Safety. SITE CLEARANCE & DEMOLITION The demolition of all buildings on the site of the new hospital has been completed. The photographs below show for comparison purposes the site before and after demolition, although the ‘after’ picture was taken prior to the demolition of the maternity hospital.
PLANNING PERMISSION Incorrect information was inadvertently reported in last month’s update regarding the application for full planning permission. As of 6th October 2005, reports from the following statutory consultees remain outstanding: § Fisheries Agency § Fire Authority § DRD Roads Authority Our understanding is that the Fisheries Agency report is complete and will be forwarded the Planning Service this week. A meeting has been organised with the Roads Authority in an attempt to facilitate their response. We now anticipate that the recommendation from Planning Service will go to the Council meeting in January 2006. COMMUNICATIONS The first issue of the news letter has been circulated to most of the recipients but a small number in outlying areas of the district remain outstanding. The distribution will be completed by the end of this week. An information meeting for the public is now being planned to take place in mid-November. This will be widely advertised in the local press.
